FAH and Internet Explorer connection settings

I've added a note at the bottom of the Couldn't send HTTP request to server (wininet) section for the benefit of users like myself who prefer to keep Internet Explorer working offline where possible. As far as I can tell this should be relevant to the article (Although I'm a newbie here!) but if it's a bit too specialised for Common error messages, then please relocate it to a more relevant section and drop a note in my talk page. Cheers! :-)
